If you're just laying a mp3 track over footage there's a gajillion online-only tools to let you do that, or premiere pro. Maybe DaVinci? I forget what they stick behind the paywall now.
The easiest way to do that is windows movie maker, there are obviously way better programs but trying to find a free one that doesn't limit what file format you can export to is gay. I used to have a laptop that came with all the adobe programs included but it broke years ago so I just use movie maker lol

Not sure if its the easiest, but I use Open Shot and find it easy enough. Its widely used, has tons of documentation, and its free: Open Shot Video Editor
