If the first house is fully paid for, then they could have used the equity in that to secure the mortgage on the second house. A lot of people do this. They've not living in some ultra expensive city so the repayments aren't necessarily high.
Yes the house was bought in HIS name (James Patrick O'Shaughnessy) in 1992, when he was 12. So his parents must have bought the house for him because there are no transfers between 1992 and today.
